Our Story

ARCH was created from both lived experience and professional work in the field of substance use and recovery.

After years of serving communities in Tennessee, Debra Morgan and Maurice Draine saw a clear gap in services across North Georgia—particularly in overdose prevention, recovery navigation, and support for families affected by addiction and loss.

They didn’t just recognize the need—they chose to meet it.

ARCH was built to bring real, effective, and compassionate support into communities that have too often gone without it.

Maurice Draine

Maurice Draine is the Co-Executive Director of Programs for the Alliance for Recovery Community and Healing (ARCH), where he leads the development of community-based programs focused on substance use, recovery support, and overdose prevention. He has a Bachelors in Science, is a Certified Peer Recovery Specialist (CPRS), a Recovery Coach and Advocate. He has served as a TN Lifeline and Hospital Navigator for Recovery.

Maurice brings both professional experience and lived understanding of Substance use disorder and mental health to his work, allowing him to connect with individuals and families in a real and meaningful way. He is passionate about meeting people where they are—helping them navigate challenges, access resources, and take steps toward recovery.

At ARCH, Maurice plays a key role in building partnerships with local organizations, treatment providers, and community leaders to expand access to support services. His work focuses on creating pathways to recovery through navigation, peer support, and education.

Known for his genuine approach and ability to build trust, Maurice is committed to reducing stigma and helping individuals and families move from surviving to thriving. He believes in “Living out loud so others don’t live or die in silence” and he shows that through the way he lives and treats those he serves.

Debra Morgan

Debra Morgan is Co-Executive Director of Operations for the Alliance for Recovery Community and Healing (ARCH), has served as a Regional Overdose Prevention Specialist (ROPS), Certified Peer Recovery Specialist (CPRS), Certified Prevention Specialist (CPS), Certified Grief Coach, advocate, and author.

Her work is deeply rooted in both professional experience and personal loss. After losing two sons to the opioid epidemic, Debra turned her grief into purpose—dedicating her life to helping individuals and families impacted by substance use, overdose, and loss.

Through her role with ARCH and her work in the community, Debra provides overdose prevention education, recovery navigation, and grief support. She is known for her ability to connect with people on a human level—bringing honesty, compassion, and real-world understanding into every training, workshop, and conversation.

Debra is also the author of Twice Shattered, Still Standing, where she shares her journey through grief, love, and healing. Her mission is to reduce stigma, increase awareness, and remind others that even in the deepest pain, purpose and hope are still possible.
